Dear NetPay Members,

1. REMOVAL OF MONTHLY FEES

As of January 2004, NetPay will no longer charge the compulsory active account fee of $1.50 per month. This means that all account holders currently can make transfers within Netpay without any concerns of ANY transfer fees and NO monthly fees within their account.


2. INTERNATIONAL WALK IN / INTERNAL BANK TRANSFER DEPOSITS/WITHDRAWALS:

NetPay are glad to announce that by January 2004 we will directly support walk in deposits in 19 countries around the world. No more exchange rate risks, or high bank wire charges! Clients within the below countries will be able to walk in and deposit using their own currency or direct credit the Banks branch within their own country.

BTW, the $1.50 monthly fee, as of this AM, must still remain in the accounts. I HOPE they get their act together. Also, the trading site (privateventure.tv) is not functioning, again...

Christmas is upon us and we hope you all have a very merry one at that.

The past week has been a trying one due to the tragic death of a special child close to some of the NetPay staff. Aged only 7, death took this child away far to early in life, and we pray that their family recovers from this tragedy at such an important time of the year. In reflection, it makes one remember just how important it is to stay close to family members and treasure every moment one has with them, even in the most trying of times.

Closing Dates: NetPay will be closed for emails and wire payment credits from the 27th December to the 2nd of January.

Some exciting new features about to be released to members of Netpay early in the New Year:

1. Direct walk in deposit methods within 19 different countries worldwide. Expected to be released at the end of January, this will enable members to simply fund their NetPay accounts via their own Bank in their own currency. Faster, more efficient and less costs involved in exchanging currencies/wires etc.

Personal opinion: Sure would be nice if they took care of current problems, BEFORE starting new ventures. I'm watching, and have been for a while. Have a little stake in Netpay shares. I'm thinking that I'll set the end of Jan 2004 as a kind of personal 'deadline' to see if/how 'performance delivery' happens. So far, I've seen lots of promises, but delivery and support appear to be lacking. (An all too familiar situation). Timeframes appear to be unrealistic, which leads me to question planning skills. This has happened repeatedly, which leads me to wonder, as well. (Do people setting up ventures ever ask themselves 'We said we'd deliver this by xx/xx/xx, and couldn't. Should we, maybe, give ourselves a little more 'wiggle room', timewise, THIS time'?). I think end of Jan might be a good timeframe to decide whether to continue, or cut my losses and go...

This downtime is due to a Distributed reflective denial of Service attack targeting the Netpay servers (DRDoS) in Panama. In basic terms, this form of web server attack can take a website offline for long periods of time due to the amount of traffic that is being forced onto their server. DDOS attacks occur usually from hundreds of PC's around the globe that may be under control of a hacker via Trojan/virus. These home users are unaware that their PC has been victimized and is being used to send hundreds of packets to a target Server such as NetPay, causing a flood of internet traffic which can close down the target servers or slow traffic to a halt. To read more about this form of Malicious attack, please view the long but interesting papers at: http://www.grc.com/dos/drdos.htm NetPay have stated due to Panama ISP's failure to successfully help combat these floods of traffic along with technical help in Panama not as efficient as other parts of the globe they are physically moving their hardware and installing the necessary hardware systems to combat DRDOS attacks at this moment. This means a change of venue for the servers, and the best security hardware to be added to filter DOS attack traffic. It is important to note, no access was made to the servers, it is just that the traffic flooding onto the website makes it impossible at the current ISP to host the website itself due to the high Bandwidth being used. The time for downtime may be approx 5 more days due to the fact they have to take their hardware via air to the new Host and carefully setup the core hardware. They have expressed to us that this situation has never occurred in their 3 years online, and as a result they have taken the necessary steps to help counter such forms of attack in the future. Netpay are working with law enforcement agencies around the world to trace these attacks on the server and to get the malevolent parties responsible. During the downtime we have agreed, and signed off on a new banking service
which will allow our members to deposit directly from their home country (over 19
different countries) and withdraw directly to their banks in near real time.

The fees will be low, and the system seamless. Over the next 4 weeks you will
start to see some of these new services become available. It will allow our
members to cut out the middle man in deposits/withdrawals and offer a more
secure system.

As you may notice our server is continually having downtime problems at this moment. The reason for this is we are the continued targets for a mass DDOS attack organized by a malicious group. The attack has grown in strength with over 2000 different IPs targeted towards our server in an effort to shut down our website.

Over the next 7 days we are bringing in new hardware and specialists from around will be helping to combat these attacks. We already have the excellent techs from www.netzentry.com reviewing the current status of these attacks, and we are about to implement the very effective Hardware based product from www.ddos.com - this very same hardware is currently protecting anti SPAM websites such as www.spamhaus.org. We are also in contact with Riverhead Security who offers the worlds most effective DDOS defensive tools.

Many websites globally get targeted for DDOS attacks, and they are extremely hard to combat, even Microsoft and Ebay were both downed by similar targeted attacks in the past.

Temp Solution: If you cannot access www.netpay.tv, then you may want to try the secure version, which runs on a different Port (currently port 80 is being targeted). This would mean you could try to view https://www.netpay.tv but be aware that this could be very slow. You should also contact us via the online message server as well – as the email server is being targeted as well.

Another solution we considered was to house our website with www.rackspace.com as they are the most equipped Network in the world to defend against DDOS attacks, giving a near 100% uptime guarantee. The major problem with this is the fact they are based in the USA, and many people know that the USA is not the best place for an e-currency due to their privacy laws and requirements. We believe it best if we continue hardening our own systems with the necessary tools to defend our website against the downtimes.

NetPay would like to thank you for your patience, and we hope to have the new hardware tools implemented over the next 5 days. One thing is for sure, out of any of the e-currencies NetPays Network security will be the most developed and hardened after we complete this nest stage in upgrades.
