I`m confused by it too.
I think the question relates to which is better - having a lot of people to send e-mails to on a periodic basis, as opposed to sending out e-mails more frequently but to a lower number of recipients.
I assume this is to a `safelist` of course.

According to me as many as frequency of sending emails is much better then the opening of the emails,because we can send many at a time.

I think the more the no. of people u send the mail better will be the results and dont think frequency matters much.

Sending email is much like doing a direct mail to a "list"; about 1% will look at your ad unless you have a really catchy ad, then it could go as high as 5%.
Frequency does matter; it takes the average person many exposures (between 8 and 20+) to the same ad before they even notice.
This is well know in marketing facts.
