Why do some forum members consider it is legitimate to Spam other members, just because they are also members?

I received this earlier in a PM in TheBestHyip forum, which I have contacted the TBH Admin about with a complaint.

Spammers do anything... Cheapest way to get targeted advertising...

A while back we were forced to take out the PM feature from new members in Gold-Horizons, because of one overeager spammer who had time to post almost 400 spam PM messages before we stopped him. The funny thing is that almost nobody notified us. PM box is often considered even more personal than email... So when we receive a PM we often might be a bit naive and do not necessarily consider cleverly written advertising as spam there... One reason for this is that you easily believe that the PM was only sent to you.

I believe it's important to notify the admin as soon as spam message has arrived so that he can stop further spamming to other members... If everyone just ignores and moves on, the spammer can continue as long as he wants and propably catches few unsuspecting fellow members..

The sender of the PM certainly got my message. He replied apologizing.

That doesn`t necessarily mean a lot, it`s easy to apologize, it`s whether he sticks to it.

Maybe he got into trouble with the TBH Admin following my complaint.

I ALWAYS tell a PM Spammer to "bug off". Never heard from one again. I do think new forum members may do this because they just don't know it's considered Spam. Others do it to see if they can get away with it. Either way, if I did hear from them again, then I would report to the admin.
