Pips and VAT

Well according to Bryan, PIPs is on the serge of striking a deal with VAt as their main payment processor.

Now, call me a skeptic but VAT is registered and run in the US. Currently 4 states have issued cease and desist orders against Pips. Will this mean that VAT can not deal with pips? Will this be the next excuse for Bryan for more delays?
