EZ-Investor and The Pennsylvania Law

I saw this one advertised in an autosurf and wondered about the following rule they have:

I made some research and found this: Commission Halts Unregistered Activity By EZ-Investor, John Miller and to all individuals referring investors to EZ-Investor

That explains it.

I doubt though that it's the end for them. Texas issued a cease and desist order against PIPS and yet the program's still up and running, although not (yet?) paying.

I`ve only ever seen this warning a handful of times out of all the HYIP`s I`ve ever seen. Does it really make a difference, are Admins prosecuted if their programs are invested in to by residents of Pennsylvania?
