Does Stormpay and Paypal could not be considered as e-currency? Why?

Good question. Perhaps it`s because PayPal and StormPay deal with hard cash, as opposed to gold etc. they may not be viewed by everyone as `e-currency` sites in the true sense of the word.
Any views anyone?
