I think this program falls into this category.

It has been around for over a year, can't remember exactly how long and has always paid out any commissions owed if you are a member of their affiliate program. (I went in and checked. My first win was in May 2002, so it's been around a lot longer than a year! )

It is also a member of the UK Lottery Council and adheres to their Code of Conduct.
